Passportivity ranked 48 countries across five measurable criteria: minimum income requirements, cost of living, safety, internet access, and English proficiency. The results are a practical shortcut for anyone trying to compare options without spending hours cross-referencing government websites and expat forums.
New Zealand tops the list, thanks to a low income requirement of just $610 per month combined with strong safety scores and reliable connectivity. Malaysia, Dominica, Malta, and Australia round out the top five, each offering a solid mix of visa accessibility and livable conditions. The index makes clear that the strongest performers share a common thread: affordability and infrastructure working together, not one at the expense of the other.

Mazatlán doesn't show up on every Top 10 list, and that's precisely the point. While Puerto Vallarta and Tulum have become increasingly crowded and expensive, this Pacific coast city has been quietly building a reputation among nomads and expats who value affordability, authenticity, and a lifestyle that doesn't feel manufactured for tourists. A single person can live comfortably here for under $1,500 a month, and a slightly more upscale setup still comes in around $2,000. For a coastal city with a beach boardwalk among the longest in the world, that's a genuine deal.
The practical infrastructure holds up too.
